Pipeline control rooms and hospital records, governed by the same access model.

In Houston the hardest access problems sit in two places. One is a pipeline or refinery control network, where a vendor's shared login can reach a compressor station. The other is a hospital record system that Texas now says must stay on US soil.

in short·15-second read

Our Houston clients are energy companies and healthcare organizations, and the work is about who, or what, can reach their operational and clinical systems.

Pipeline operators need privileged access and segmentation evidence for TSA's cybersecurity directives. Providers need identity governance, Texas medical-privacy training records and US-only storage for health records. We're based in Frisco and drive down when the job needs hands on site.

Cohash is headquartered in Frisco, about four hours north by road. We work with Houston organizations remotely and travel to plants, control centers and hospital campuses for discovery workshops, cutovers and anything that needs hands on a console.

Who we work with in Houston, and the rules they work under

industries
  1. Pipelines and midstream

Control-room and SCADA access tends to run through jump hosts that a dozen contractors share. The TSA directives expect segmentation between IT and OT, access control on critical cyber systems and tested recovery plans, so we start by mapping every path from the corporate network into the pipeline control environment and putting each one behind a vaulted, recorded session.

  2. Hospitals and academic medicine

Large Houston health systems run clinical, research and billing identities side by side, often for the same person. Residents rotate, researchers hold grant-funded data access long after a study ends, and contractors arrive in waves. Governance here means lifecycle rules tied to the credentialing office, not only HR.

  3. Refining, chemicals and port logistics

Plants along the Ship Channel mix decades-old process control with new sensor and analytics platforms. The data problem is usually historian data copied into a cloud warehouse with broad read access. We scope warehouse roles to the unit and the use case, and keep service accounts that pull from OT networks under rotation.

regulations
  1. TSA Security Directive Pipeline-2021-02 series ↗

Covers TSA-designated hazardous liquid and natural gas pipelines and LNG facilities. Owners carry out a TSA-approved Cybersecurity Implementation Plan covering segmentation, access control, monitoring and patching, and they stay responsible even when a managed provider runs parts of it.

  2. Texas Medical Records Privacy Act (HB 300), Health & Safety Code ch. 181 ↗

Texas casts a wider net than HIPAA on who's a covered entity. Section 181.101 gives new hires 90 days to finish PHI-law training, requires retraining after material legal changes, and wants signed completion records kept six years.

  3. Texas SB 1188 (2025), electronic health records ↗

From 1 January 2026, covered entities must keep electronic health records physically in the US or a US territory, including records held by cloud providers. Practitioners who use AI for diagnostic purposes must disclose that use to patients.

  4. Texas Data Privacy and Security Act ↗

In force since 1 July 2024, with no revenue threshold, so most non-small businesses handling Texans' data are covered. The Attorney General enforces it with a 30-day cure period and penalties of up to $7,500 per violation.

01Can you help us prepare evidence for a TSA pipeline directive assessment?

For the identity and access parts, yes. We document every remote and vendor path into critical cyber systems and move each one behind PAM with session recording. That gives you the access-control evidence your Cybersecurity Implementation Plan describes. Network segmentation design and OT monitoring tools stay with your OT security team or their vendor, and we coordinate with them.

02Does SB 1188 mean we have to move our EHR out of a global cloud region?

It means the records must be physically stored in the US. Most large clouds let you pin storage and backups to US regions, so the work is usually an inventory of every copy, including analytics extracts, archives and vendor-hosted test environments. Whether offshore staff can view records is less clear in the statute, so ask your counsel before changing support models.

03Is HB 300 training something an identity platform can track?

It can be a gate. We have tied PHI-system access requests to proof of completed training in the learning system, so a new hire who has not finished within the 90-day window loses clinical access automatically instead of turning up in an audit.

04Our OT engineers refuse MFA on control-room workstations. What then?

That's common and sometimes right, because a stalled login on an operator console is a safety issue. We usually move the strong authentication to the boundary instead, at the jump host or PAM gateway, and keep local console access physical and logged.

05How do you price work for a plant or a hospital?

We price it after a short discovery that counts systems, access paths and identity sources. The cost drivers are the number of sites and OT zones, how many legacy applications lack modern authentication, and how much travel the cutover takes.
