Three military installations, a member-owned insurer and a city-owned utility, each with its own access gap.

San Antonio's economy leans on Joint Base San Antonio, on insurers and credit unions built around military families, and on a power and gas utility the city itself owns. The contractors at Port San Antonio need CMMC evidence. Insurers need fraud-resistant member logins, and the utility needs NERC CIP access records.

in short·20-second read

For San Antonio, Cohash works with defense and cyber contractors, insurers, banks and credit unions, health organizations and utilities.

Contractors get access control and logging they can show a CMMC assessor. Financial firms get member identity, fraud-resistant sign-in and governed data. Utilities get privileged access that maps to NERC CIP. We serve San Antonio remotely from our Frisco, Texas headquarters and travel in for workshops, assessments and launches.

We have no San Antonio office. Our engineers work from Frisco, Texas and remotely, and come down for discovery sessions, assessment prep, design workshops and go-live weekends.

Who we work with in San Antonio, and the rules they work under

industries
  1. Defense contractors and cyber firms

Companies supporting the bases handle controlled unclassified information on laptops, in SharePoint sites and in shared engineering drives. A CMMC Level 2 assessor will want to see MFA, least privilege, session logging and a clean list of who can reach that data. We scope the CUI enclave, tie access to contract roles and keep the evidence current between assessments.

  2. Insurance, banking and credit unions

Member-owned insurers and credit unions serve customers who move every few years, often overseas. Account takeover, call-center social engineering and stale contact data are the daily risks. We build customer sign-in with passkeys and step-up checks, give service agents scoped views of member records, and clean the identity data behind the CRM.

  3. Military and academic medicine

Hospitals, research institutes and the medical school run clinical, research and teaching accounts for the same people. Grant-funded data access tends to outlive the study. We tie access to research protocols and credentialing dates so it expires on schedule, and govern the analytics copies of patient data.

  4. Public power and gas

A utility running both electric and gas operations has engineers, vendors and field crews reaching control systems from many places. NERC CIP expects documented access authorization, quarterly reviews and fast revocation. We broker that remote access through recorded sessions and make the review reports come straight out of the identity system.

regulations
  1. Tex. Bus. & Com. Code §521.053, breach notification ↗

Affected people must hear from you within 60 days of determining a breach. If 250 or more Texans are involved, the Attorney General needs an online filing within 30 days, and notices to more than 10,000 people at once also go to the nationwide consumer reporting agencies. The AG publishes a listing of filed breaches.

  2. Texas Data Privacy and Security Act (Bus. & Com. Code ch. 541) ↗

Effective 1 July 2024 and enforced only by the Texas Attorney General. It covers private businesses handling Texans' personal data, but by DIR's summary it does not apply to state agencies or political subdivisions, which matters for city-owned entities.

  3. CMMC program (32 CFR part 170, DFARS rule) ↗

The DFARS rule took effect 10 November 2025 and brought CMMC into DoD contracts. Phase 1 asks for Level 1 or Level 2 self-assessments and remains in place. Phase 2, which would have required Level 2 certification from a C3PAO from 10 November 2026, was suspended on 13 July 2026 pending a review.

  4. NERC CIP reliability standards ↗

Apply to registered owners and operators of the bulk electric system. CIP-004-7 (personnel, training and access management) has been enforceable since 1 January 2024, and CIP-003-9, which adds vendor remote access controls for low-impact assets, since 1 April 2026.

01Our CMMC Level 2 assessment is next year. What should we fix first?

Find where the CUI actually lives and shrink that footprint. Most small and mid-size contractors around the bases have CUI scattered across email, file shares and personal drives. Once it sits in a defined enclave, MFA, access reviews and audit logging cover far fewer systems. We prepare the identity and access evidence. The C3PAO does the assessment.

02Phase 2 was due in November 2026. Does every contract need a third-party certification now?

No. On 13 July 2026 the Department of War suspended Phase 2 pending a review by a CMMC Reform Task Force, and contracting officers are removing Phase 2 requirements from existing contracts by modification. Phase 1 self-assessments still apply. As of October 2026 no new Phase 2 date has been announced, so check each solicitation.

03How do we stop account takeover for members who log in from overseas bases?

Location rules alone break for a membership that lives abroad. We move members to passkeys where their devices support it, use device and behavior signals for step-up checks, and lock down the call-center reset path, which is where many takeovers really start.

04Does the Texas privacy act apply to a city-owned utility?

The DIR summary says the TDPSA does not apply to political subdivisions, so a municipal utility may fall outside it. Contractors and private partners that handle the utility's customer data may still be covered. Ask your counsel to confirm for your entity.

05Can you help with NERC CIP access reviews?

Yes, on the identity side. We connect authorization records, badge data and system accounts so the quarterly review is a report, and revocation happens within the timelines CIP-004 sets. Your compliance team still owns the CIP program and the audit.
