A refinery that fuels six states and a bank that spans ten, both run from the Yellowstone Valley.
Fuel from one Billings refinery leaves by pipe, rail and truck for six states, and a bank holding company headquartered in the city operates across ten. When a contractor login or a shared service account goes wrong here, the effects travel a long way from the Yellowstone River.

For Billings organizations we take on refinery and pipeline access control, identity governance for banks and credit unions, and clinical identity and data pipelines for regional health systems.
That means vaulting vendor and operator credentials into OT networks, access reviews a bank examiner will accept, and clean joiner and leaver flows for clinicians who cover clinics across Montana and Wyoming. We serve Billings remotely from our Frisco, Texas headquarters and fly in for workshops and launches.
Cohash has no office in Montana. Our US base is Frisco, Texas, and we work with Billings teams remotely, then fly in for discovery sessions, design workshops, refinery turnaround windows and go-live weekends.

What's specific about Billings
Each figure comes from a public source, linked on the card.
Phillips 66 says its Billings refinery, built in 1949 on about 270 acres, has crude throughput of 71 thousand barrels per day and approximately 392 employees. Its fuel moves by pipeline, railcar and truck to Montana, Wyoming, Idaho, Utah, Colorado and Washington.

-
Refining and crude logistics
A refinery control network usually has a handful of remote paths that nobody fully owns, such as a licensor's support tunnel, an analyzer vendor's modem and a turnaround contractor's laptop. We trace each path from the business network into the process control layer, then put it behind a vaulted, recorded session with an expiry date tied to the contract or the turnaround schedule.
-
Regional banking
A holding company that grew through acquisitions often carries several cores, several directories and entitlements inherited from each bank it bought. We consolidate those identities, map roles to job functions instead of copied access, and build the quarterly certification evidence examiners ask for. Service accounts behind wire, ACH and card processing get owners and rotation.
-
Hospitals and rural outreach clinics
Billings health systems staff outreach clinics hundreds of miles away and rely on traveling specialists, locum physicians and telehealth. Their accounts need to be ready on the first shift and gone after the last one. We connect credentialing, scheduling and HR so access follows the assignment, and route EHR audit data into a warehouse where privacy staff can actually query it.

Montana breach notification, Mont. Code Ann. §30-14-1704 ↗
Businesses must notify affected Montanans without unreasonable delay. At the same time they notify individuals, they must send the Attorney General's consumer protection office an electronic copy of the notice and a statement of the date and method of distribution. Vendors holding data for others must tell the owner immediately after discovery.
-
Montana Consumer Data Privacy Act, Mont. Code Ann. §30-14-2803 ↗
Enacted in 2023 and amended in 2025. As amended, it covers businesses that control or process personal data of at least 25,000 Montana consumers, or at least 15,000 if they earn more than 25% of gross revenue from selling personal data. Data processed only to complete a payment is excluded from the count.
-
Federal bank computer-security incident notification rule ↗
A banking organization must notify its primary federal regulator no later than 36 hours after it determines a notification incident has occurred. Bank service providers must alert affected customer banks as soon as possible when an incident disrupts covered services for four hours or more. Compliance began 1 May 2022.

01Our refinery has vendors who dial into the DCS. Do we have to cut them off?
Usually not. We keep the vendor access but change its shape. Each vendor reaches the control network through one brokered, recorded session that your operators approve per visit, with no standing connection between visits. Turnaround contractors get accounts that expire on the turnaround's end date.
02Does Montana make us report a breach to the state as well as to customers?
Yes. Section 30-14-1704 has you send the Attorney General's consumer protection office an electronic copy of the notice, plus the date and method you used, at the same time customers are told. If you notified many people, one copy with the count of Montanans is enough. Confirm details with counsel.
03We are a bank. How does the 36-hour federal rule fit with Montana's breach law?
They cover different events. The federal rule is about incidents that disrupt bank operations and goes to your primary federal regulator. Montana's statute is about personal information and goes to residents and the consumer protection office. A ransomware event can trigger both, so we build one incident runbook with both clocks in it.
04Is the Montana privacy act relevant to a Billings hospital?
Partly. Protected health information handled under HIPAA is generally carved out, but the act can still reach marketing lists, website tracking and other consumer data outside the clinical record. We start with a data inventory that separates the two before any consent or opt-out work.
05Can traveling specialists keep one login across clinics in two states?
Yes, if the identity platform is the source of truth instead of each clinic's local directory. We set up a single identity with location-based roles, so a specialist who covers a Wyoming clinic on Tuesday sees only that clinic's schedule and charts that day.
